AT&T, Verizon, and Sprint (I believe Sprint did) with no questions asked. T-Mobile, being foreign-owned, still defended our right to privacy when American-owned companies gladly turned everything over. The bandwidth used is expensive and what tmo had to settle for in the budget depends upon emergency services leaving the spectrum used which I'm sure is not expediting things.
